Each citizen has a base consciousness which is self contained and the Constitution, which is an evolving document, applies as follows::

The branch of consciousness based authority is able to issue declarations, articles of legislation, and the observant universe and the way in which the conscious realm and dimension which is the part of our dimension and universe which is connected to all matter on a quantum level, allows for the manifestation and performance of the actions to complete and allow for success of the intent, conceptualization and results thereto. 

As of right now, complaints in writing, which would be required to address and change these concepts, have not been received, and therefore, there is not a way to form a judiciary and a legislative branch which would enact or advise on such matters. When there are processes followed which indicate need, and S-MMassCo Corp. has the investment to proceed, such services, and possibly a license to use consciousness will apply.
